Who we are

ITF & Associates, Inc. has provided civil engineering, surveying, and management services for both private industry and the public sector since 1995. The company operated as ITF Engineering until incorporating as a California corporation in 2008.

Our team consists of highly capable staff. Each key team member has over 25 years of experience, and our combined expertise allows us to perform all stages of a project in-house.

Principal

Yefim "Jeff" Tsalyuk, the principal of the company, has over 30 years of experience in civil engineering and is the primary point of contact on every engagement. He is a Registered Civil Engineer in California (No. C52871) and a Registered Land Surveyor in California (No. 7421). He has organized and directed over 1,500 large, complex engineering projects, including subdivision and improvement plans and public works projects.

The following practices let us deliver efficiently, economically, and on time:

• ITF assigns the appropriate professional and administrative staff to expedite the design process, including delivery of plans, review of the plans by professionals, and dedicated staff for communication with agencies and the public.
• ITF maintains open lines of communication with involved agencies and consultants to hold the design schedule and provide management reporting. We consider a strong communication system a key factor in successful design and construction.
• Before any project begins, ITF prepares a Project Management Plan covering the intent, goals, and objectives of the project; a work breakdown structure at a level acceptable to the client; the individual responsible for each task; a budget and cash-flow estimate with a method of control; a schedule defining all significant milestones; a Quality Control and Quality Assurance plan; a Communication Plan; a Value Engineering Plan; and the list of deliverables, assumptions, and design criteria.
